Is Obama’s plan for America really Rahm’s “The Plan”? Anything sound familiar? (Updated 3x)

Have you read “The Plan: Big Ideas for America” by Rahm Emanuel and Bruce Reed?

DLC’s online Blueprint Magazine ran a book promo on “The Plan” in its October 18, 2006, issue.

The Plan “offers an innovative agenda for America – with ideas that address the nation’s most pressing challenges by doing more for Americans and asking Americans to do more for their country in return. Each of these ideas offers a clean break with the status quo, yet all are positive, practical, and can be put into action right away.

“Built on the authors’ firm beliefs that politicians owe the people real answers, that citizenship is a responsibility, not an entitlement program, and that the Democratic Party succeeds when America succeeds, The Plan delivers, challenges, and inspires.”

America Serves

Let’s focus on the same item in “The Plan” that has the blogosphere, which has suddenly discovered the book, talking — “Universal Citizen Service”.

Citizenship is a responsibility, not an entitlement program. If your leaders aren’t challenging you to do your part, they aren’t doing theirs. We need a new patriotism that brings out the patriot in all of us by establishing, for the first time, an ethic of universal citizen service. All Americans between the ages of 18 and 25 should be asked to serve their country by going through three months of basic civil defense training and community service. This is not a draft — nor is it military. Young people will be trained not as soldiers, but simply as citizens who understand their responsibilities in the event of natural disaster, epidemic, or terrorist attack. Universal citizen service will bring Americans of every background together to make America safer and more united in common national purpose.

Now compare that — Emanuel/Reed’s “The Plan” — to this — Obama/Biden’s “America Serves” from change.gov:

The Obama Administration will call on Americans to serve in order to meet the nation’s challenges. President-Elect Obama will expand national service programs like AmeriCorps and Peace Corps and will create a new Classroom Corps to help teachers in underserved schools, as well as a new Health Corps, Clean Energy Corps, and Veterans Corps. Obama will call on citizens of all ages to serve America, by setting a goal that all middle school and high school students do 50 hours of community service a year and by developing a plan so that all college students who conduct 100 hours of community service receive a universal and fully refundable tax credit ensuring that the first $4,000 of their college education is completely free. Obama will encourage retiring Americans to serve by improving programs available for individuals over age 55, while at the same time promoting youth programs such as Youth Build and Head Start.

Contemporary Commentary on “The Plan”

Harvard Crimson staff writer A.J. Riesman, who reviewed “The Plan”, wrote October 11, 2006:

We usually reserve this section for classics or recently-released gems that might have gone unnoticed, but this book fits neither of those categories. Nevertheless, attention must be paid to this upsetting tome.

“The Plan: Big Ideas for America” is a frightening book. But any Harvard Democrat and anyone who labels himself or herself as “liberal” on facebook.com absolutely must contend with it. [...]

In short, these are the two men who are writing the playbook for the Democratic Party as we speak. Indeed, this short tome is that playbook. And it’s deeply flawed.

Riesman was most attracted to “The Plan”’s focus on “universal citizen service”:

The only truly outlandish part of their platform is a call for “universal citizen service” in the style of a state like Israel, in which all 18-year-olds would be required to perform a few months of community service and learn some “disaster preparedness” skills. Seems like a good idea, but good luck convincing the public that it’s not a draft.

J.D. Tuccille at the Civil Liberties Examiner provides an excerpt from pages 61-62 that precisely addresses this issue of “universal citizen service.”

Anything sound familiar here?

It’s time for a real Patriot Act that brings out the patriot in all of us. We propose universal civilian service for every young American. Under this plan, All Americans between the ages of eighteen and twenty-five will be asked to serve their country by going through three months of basic training, civil defense preparation and community service. …

Here’s how it would work. Young people will know that between the ages of eighteen and twenty-five, the nation will enlist them for three months of civilian service. They’ll be asked to report for three months of basic civil defense training in their state or community, where they will learn what to do in the event of biochemical, nuclear or conventional attack; how to assist others in an evacuation; how to respond when a levee breaks or we’re hit by a natural disaster. These young people will be available to address their communities’ most pressing needs.

Again, referring to the “compulsory” service requirement, Walter Russell Mead opined in the January/February 2007 Foreign Affairs:

The most important big idea in the book is that Democrats should stop defending the New Deal and instead concentrate on recasting it for a more mobile society. Portable pensions and health care are two of the cornerstones of this vision. Less hopeful is an idea that the authors appear to set great store by: a compulsory period of three months of national service and training for all Americans under 25. Wonks will observe that the time is too short to teach anything useful and that while the cost would be high, the real benefits would be few. Hacks will wonder whether even a short-term, nonmilitary draft is really the proposal best calculated to build widespread support among younger voters.

RBO’s take

Mead made the most valid point: “the time is too short to teach anything useful” and “the cost will be too high, the real benefits will be few.”

Keep in mind, Mead was commenting on a three-month training program stated in “The Plan”. The Obama/Biden concept is for middle school and high school students to do 50 hours annually of community service and for all college students to do 100 hours of community service in exchange for “a universal and fully refundable tax credit ensuring that the first $4,000 of their college education is completely free.”

If three months of continuous training was considered inadequate for a young adult, what do the 50 and 100 hours amount to? Very little.

“The Plan”’s plan would provide actual training. The Obama/Biden plan would amount to free labor at the hands of middle school and high school students.

On the other hand, college students who can press the number buttons on a basic calculator and do simple division should be overjoyed at the idea of being compensated at the rate of $40 an hour in exchange for a $4000 “fully refundable tax credit.” Sure beats flipping burgers at Mickey D’s at minimum wage — that is until they find out what the “community service” assignment actually is.

Politically Drunk on Power! reports on plans for “a second quasi-Social Security system in which the government would take control of the retirement plan savings of millions of Americans.”

According to US News & World Report along with Congressional Records, a House subcommittee is considering the advancement of legislation that would ELIMINATE 401(k) plans and create as an alternative a “Guaranteed Retirement Account” for every worker in the United States. Under the plan, Americans’ existing 401(k) accounts would be transferred into the GRA and would grow at an average yield of around 3%. The subsequent loss of preferential tax treatment among US employers who offer the qualified plans would be used to make a $600 per person government contribution into the plans. In addition, the GRA’s would require a mandatory 5% contribution (tax) by all US workers.

Rahm’s “The Plan” or just another example of what we have to look forward to with the Obama/Biden/Pelosi/Reid regime.

    I agree totally that 3 months won’t be useful for anything of true value. The only thing they’ll learn is to support the administration no matter what happens.

    Another point: In the event of natural (or man-made) disaster, the last people I want in charge of my community are members of the Oborg! If I’m smart enough to do something like have a supply of clean water on hand for my family’s use in an emergency, I don’t want some 18 year old telling me I need to share it with everyone else since I was the only one with enough forethought to stockpile it. Likewise, if I have a generator I have no problem sharing it with those I deem worthy, but certainly wouldn’t want brownshirt youths pounding on my door demanding I take in the indigent instead of family, friends and neighbors.

    Under Obama’s rule, that is considered selfish, and I’m sure Mr. Goebbels, err, sorry – Emanuel would agree.

    Where is the $$ coming from to support this? (Press of course never asked Obama!) There will have to be a HUGE infrastructure to manage all those college students are being paid $40/hour for 100 hours…

    Who will make up this infrastructure? Will it require new buildings, new managements, new…??? Who will be keeping track of all these students, training them, managing them AND WHAT WILL IT ALL COST???

    Here we go with big government…

    Is this about indoctrination, “quality control”, and recruitment? I mean, really, it would be risky to assume that there are no educators in schools/universities that did not fully assimilate the ideology of the likes of Billy Ayers and his fellow travelers in the U.S. education cadre. If the “volunteers” have received proper “conditioning”, it can be further reinforced.

    who processes, manages, disciplines all those deadbeats who do nothing during their “volunteer” service? civil service is full of those who do nothing but can’t be fired. military boot camps are full of ppl on “admin hold” for re-training or discharge.

    3 months service is like military boot camp. worthless. the real learning takes place when you’re sent to the field/fleet & training is repeated over & over for several yrs.
    his plan seems like more expensive bureaucracy.
    force them into military service for a few years so they can REALLY learn something & are bound by a CONTRACT. all branches of the military give chem/bio/rad ,first aid, CPR & fire fighting. women should serve too. many of them already contribute more than the men anyway. this way younsters will learn to THINK before they vote for inexperienced hacks that threaten national security.

    Obama is scaring ppl OUT of the military now. it can’t work unless non-commisioned officers re-enlist. you can’t run an army with raw recruits. he’ll have to force a draft to build it up.

    we have no problem teaming up in our local neighborhood during hurricaine season, even without training. some of us have military, tec, or trade experience & help the others. it’s called “being a good neighbor”. that type of self-reliance doesn’t need to be regimented.

    insightanalytical, you are right, this community service idea is already in place in my area and is a REQUIREMENT. Funny how community service used to be a voluntary idea and was used by students who wanted to use that community service as a plus when they applied to college.

    Now it’s not something kids do out of the goodness of their hearts, but because they are required to do it. Plus it is the schoolboard which designates which services qualify for that community service.

    Parents have been sleeping at the wheel when it comes to their children’s education and if they step in NOW and change it in their communities heaven knows where it will go.

    Forcing community service onto kids is the same as forced servitude. How a parent could condone someone else making these decisions for their kids is beyond me. But then again, parents have been relying on others raising their kids and making decisions for them for an entire generation.

    I’d like to point out that Rahm Emanuel models his plan for involuntary servitude on what is de rigeur in the State of Israel, but since the U.S. gives Israel 3 billion dollars a year in foreign aid we taxpayers are actually subsidizing their universal service.

    Moreover, I am highly suspicious that Emanuel has been influenced by the Kibbutz System. Israel is a shining jewel in the Middle East, but in no way should it be a model for our great nation.

    We have our Founding Fathers, thank you very much, and it is nothing short of hubris for Obamatons to overreach like this.

    Obama and his thugs are a slap in the face to those of us who have ancestors who fought in the American Revolution. I get an uneasy feeling that if these Chicago thugs try to take this country toward socialism/marxism that there really are enough people who will revolt and it won’t be a pretty sight.

    I have to wonder if people are skewing the idea of the sudden uptake in Americans buying guns having to do with gun rights opposed to their uneasy feeling of the gestapo coming to knock on their doors.

    Obama and his thugs tried to claim Palin banned books, however, we already see the “banning” of all things negative regarding Obama or his henchment on the web. It’s not a stretch to think his goons and “cult” won’t be out destroying all print items either. It might be a good time to make a list of books which our libraries will not allow to be checked out but rather read inside the confines of the library.

    I would venture that both issues are driving firearms sales right now, but primarily the fact that many buyers know that numerous (Un)Democrats would like to curtail firearms (especially handguns) sale/ownership. Dear Leader said whatever he felt he needed to in order to be selected. However, he sat on the Board of Directors of the Joyce Foundation for many years – Joyce is a far left leaning foundation that is very, very active on the gun control front. One of BHO’s inner circle is a current member of the Joyce board according to their website, Valerie Jarrett.

    The ‘Alpha-Omega’ Obama Youth did their little act for school credits too. ‘It was part of their cultural identity’ Bobo’s attorney said (see my blog for links), and as The Real Barack Obama (and NRO, if I remember correctly) pointed out (pseudo) ‘African Culture Courses’ were the hallmark of the Woods Fund etc.

    On the plus side, the implementation of the Rahm-plan (who apparently seems to miss the fact that a plan that may work for a tiny country with a siege-mentality ‘may’ not work for the huge USA) makes for such a bureaucratic nightmare it just won’t work. They’ve recently tried to implement something similar over here (because of our coalition-governments the whole ‘One Party Rule’ issue doesn’t play here) but it just couldn’t be implemented because of the very same administrative problems.

    BTW, the linked synopsis of The Plan reads
    “America must lead the world’s fight against the spread
    of evil and totalitarianism” – Is it me or sounds that like a clarion call for some sort of ‘holy war’? I know BO as a peacenik was pure fairy-tale (see my blog ;) but this Rahm guy really has watched too much Star Wars. Other countries don’t want the USA to lead some sort of crusade (btw: what SPREAD??) , they want peace and quite. Glad I’m not one of the oversea-Obama fans, they’ll freak-out on this!

    I like to try to learn from history, finding patterns in the actions of like minded Presidents.

    I find Obama’s Civilian National Security Force too similar for comfort to Woodrow Wilson’s “American Protection League” (APL) and FDR’s desire for a “personal army” of veterans and his attempt to use the American Legion like the APL. Both of these presidents were far left liberals during a time of crisis.

    Not identical, but disconcertingly similar.

    Look ‘em up.

    I have been increasingly under the suspicion that the Obama platform is indeed “The Plan”, by Rahm Emanuel. It appears that I am not the first one to reach this conclusion.
